Earlier this week, the House Agriculture Committee moved forward with legislation that would make it illegal for puppy mill owners to have more than 75 breeding dogs at one time.
The Humane Society of the United States spoke to the House in support of the bill. According to the Humane Society, many puppy mill owners deceive people into thinking that the dogs they sell come from reputable breeders.
In addition, the bill would require the amount of minimum floor space for dogs to be doubled, and would also eliminate cage stacking at commercial breeders. Annual veterinary care for the animals would also be required.
Dogs in puppy mills are often sold over the Internet, through classified ads, and to small pet shops.
